How do I know if I have hard water?
Your water utility already measured your hardness and publishes the number free in its annual water quality report. The USGS calls anything over 180 mg/L of calcium carbonate very hard. Before buying a kit, check that report and your fixtures: scale, spotted glasses, and soap that will not lather all read out the same dissolved minerals. The USGS scale: very hard starts at 180 mg/L
The US Geological Survey classifies water carrying more than 180 milligrams per liter of dissolved calcium carbonate as very hard. Below that line, 121 to 180 mg/L rates as hard, 61 to 120 as moderately hard, and 0 to 60 as soft.
Two units describe this one measurement. Laboratories and utility reports work in milligrams per liter, mg/L, of calcium carbonate equivalent. The water treatment trade sizes softeners in grains per gallon, gpg, and one grain equals 17.1 mg/L. Grains per gallon is not a second standard, just the same number in older units, the way a distance can be read in miles or kilometers.
The measurement itself is unglamorous. Hardness is the dissolved calcium and magnesium the water picked up from rock and soil before it ever reached a treatment plant, the same minerals found in food. The table below carries the federal bands in both units so you can read either kind of report.

Four signs written in calcium carbonate
A home on very hard water, past the 180 mg/L line, tends to announce it in four ways: crusted fixtures, soap that will not lather, spotted glassware, and a film left on skin after showering. Each is the same chemistry surfacing in a different room.
The crust is dissolved calcium carbonate coming back out of solution. Heat and evaporation both force it out, so deposits concentrate wherever water gets hot or dries in place: showerheads, kettle bottoms, faucet aerators, and, out of sight, the inside of the water heater, where scale shortens the appliance's life and is the single largest cost hard water imposes on a household.
The lather problem is a direct reaction. Calcium ions bind with soap before the soap can foam, which is why hard-water homes go through more dishwasher detergent, more laundry powder, and more shampoo for a thinner result. Spotted glasses are the evaporation version of the same event: a droplet dries, its minerals cannot leave with the water, and a white ring stays behind.
The film some people feel on skin and hair is that calcium-soap reaction product rinsing away incompletely. It is a comfort complaint, nothing more. But taken together, these signs settle the first half of the question at no cost. If your showerhead is crusted and your soap will not foam, the open question is no longer whether your water is hard. It is how hard, and that number is already published.
The hardness number your utility already published
Mesa Water customers in Orange County can look up a measured hardness of 6.4 grains per gallon, 109 mg/L, without buying anything, because the district publishes it in its annual water quality report. So can nearly every household on a community water system in the country, which is the fact the test kit aisle depends on you not knowing.
That document is the Consumer Confidence Report, the disclosure every US community water system must publish each year. Search your utility's name plus "water quality report" and hardness usually appears alongside the minerals, often in both units. The value is lab-measured, current, and free, which beats a color strip on all three counts.
If the search comes up empty, two fallbacks close the gap. Your water bill names your utility, which pins down whose report you are looking for, and every state's drinking water program keeps a public lookup that will surface the system serving your address. Hardness is one line among many worth reading in that report.
Orange County shows how far the number can travel inside one metro area. Mesa's deep-aquifer supply, run through nanofiltration, comes in at 6.4 gpg. Districts drawing mostly imported Metropolitan Water District supply sit near 16 gpg, about 270 mg/L. Tustin's local groundwater reads 392 mg/L, 23 gpg. On the USGS scale that spans moderately hard to deep into very hard, street by street, driven entirely by where each district's water comes from.
One kind of household gets no report at all: the private well. No utility serves it, so no one measures it, and everything a city dweller gets for free a well owner must buy. That is the first of the narrow cases where a kit is the right answer.
When do test strips or a lab earn their cost?
A test strip reads hardness as a color band, not an exact figure, and for its two legitimate jobs a band is enough: confirming a softener is doing its work, and putting a rough number on well water between lab panels. One grain per gallon, the unit strip charts use, equals 17.1 mg/L of calcium carbonate.
The softener check is the strongest reason to own strips. An ion-exchange softener that has run out of salt, or whose resin is exhausted, fails silently; water keeps flowing while scale quietly returns. Well owners should not buy hardness as a standalone lab test; it belongs as one line on the yearly panel they already need.
A household on utility water with no softener installed needs neither purchase: the report supplies the number, the fixtures corroborate it, and many kits are selling you a number you already own.
What should you do with your hardness number?
Below 60 mg/L, about 3.5 grains per gallon, do nothing; that is soft water and no fixture in your house will ever argue otherwise. Every band above it is a comfort and appliance decision, because hardness carries no health stakes in either direction. The USGS states it plainly: "Hardness is a property of water that is not a health concern, but it can be a nuisance."
In the 61 to 180 mg/L stretch, moderately hard through hard, the decision is genuinely personal. Some households live with spotting and extra detergent indefinitely and never think about it again. Others decide the first crusted showerhead is one too many. Nothing in the science forces either choice, and no agency publishes a hardness limit to comply with, because there is nothing to protect anyone from. What the number buys you is a prediction: how fast scale will build, and how much soap the house will burn through against a softer supply.
Above 180 mg/L the argument sharpens into appliance economics, because scale accumulating inside the water heater is the dominant cost of very hard water. It still is not a health argument, and no hardness number ever becomes one. Whether a salt-based softener or a salt-free conditioner fits your house is a genuine head-to-head with real tradeoffs on each side.
